Sistema de Información Geográfica para la Planeación y el Ordenamiento Territorial (SIG-OT)

Abstract

This paper aims to briefly expose the main achievementsreachedduring thefirstphase of the Sistema de Información Geográfica para la Planeación y el Ordenamiento Territorial — SIG-OT project, which began its implementation in September 2005 as a technical cooperation project with Swedish International — Development Agency (SIDA) and has been supported by Swedesurvey.

As a general balance of this first phase there are highlighted the following accomplishments:

• It has been defined the conceptual design, requirements and functionalities of the system in a participatory way.
• It was obtained iterative and incremental results, useful in the national planningagenda, allowingto all related institutions to appreciate -on a short-term- the benefits of georeferenced information management for decision-making processes of planning and land development management.
• It was published the 3585 CONPES 2009 document, which provides, among other paragraphs, the strengthening of SIG-OT as a coordination and synergy interinstitutional instance, and a tool that contributes to efficient decision making by planning authorities and instances at national, regional and local levels and also it is recognized as a practical application of the Colombian Spatial Data Infrastructure (ICDE).
